For over 20 years, Big Orange Splot and its CEO Rochelle Alley have realized improved outcomes for youth and families across the US.

Highlights of Big Orange Splot’s impact include:

* Provided strategic planning to Future Ready Collier in 2025 to help restructure and to amplify its impact on Florida children.

* Facilitated and oversaw the roll out of 10 prevention system change initiatives in 2023 totaling $6.5 MM , including investments in mentorship, early developmental support, legal assistance, and more; raised and coordinated an additional $1.2 MM in philanthropic and local governmental funds for six more family and community strengthening projects in 2023.

* Provided multi-year strategic planning, technical assistance, and backbone support for Collective Impact initiatives such as the Foster Together Network and Los Angeles County Perinatal and Early Childhood Home Visitation Consortium. Led Foster Together Network to grow from 25 partners in 2017 to hosting 500 in 2020, incubating and ushering in approximately $3 MM in funding for successful child welfare system improvement pilots and initiatives from 2017-present, as highlighted by the Ralph M. Parsons Foundation.

* Led All for Kids’ earned-income software venture to grow from a small project to a revenue-generating business serving New York City, Los Angeles County, and nonprofits throughout the U.S. and Canada.

* Developed Los Angeles County’s recent plan for home visitation expansion that yielded a 55% increase in funding for home visiting from $90MM in 2017 to $140MM in 2020: Facilitated cross-departmental, cross-sector leaders in developing plan for improving access for diverse populations, expanding quantity and type of services, and increasing funding sustainability; performed data analysis, wrote plan and launched implementation oversight body.

* Coordinated emergency COVID child care response for health workers after schools and centers closed, including collaborating with City, County, and nonprofit leaders to reopen child care sites, raise over $500,000 in child care voucher funds for crucial low-income hospital workers, and launch a hotline and website to help emergency workers access care.

* Leading, co-developing and advising on key Los Angeles County and California prevention initiatives (including Family First Prevention Services Act implementation, Community Response Network development, Mandated Supporter, and early childhood parent support pilots), as the primary child welfare consultant for both the LA County Office of Child Protection and LA Center for Strategic Partnerships since 2018.

* Developed key system infrastructure such as the LA Home Visiting eDirectory (edirectory.homevisitingla.org) and DCFS Community Data Dashboard.

* Oversaw multiple complex program start-ups, such as the Vista Del Mar Early Head Start – Child Care Partnerships.
